    APS-SRP 2nd QUARTER OPEN PUBLIC PLANNING MEETING

    June 21, 2016, 9:00 a.m. - 12 p.m. MST

    Arizona Public Service Company (APS) and Salt River Project (SRP) will hold a joint 2nd Quarter Open Public Planning Meeting on Tuesday, June 21 2016, 9:00 a.m. - 12:00 p.m. MST.     Short Circuit Levels in ANPP Facilities

    On January 25, 2016, and also on April 10, April 14 and July 13, 2015, the Arizona Nuclear Power Project (ANPP) High Voltage Switchyard (HVS) and Valley Transmission System (VTS) co-owners posted notices on this site regarding short circuit current levels. As previously described, the ongoing review has now resulted in co-owner-approved engineering solutions for the long-term mitigation of the short circuit current levels beyond 2016. The solutions include the installation of series reactors on each of the three 500 kV tie-lines between the Palo Verde and the Hassayampa switchyards. The engineering solution also includes mitigation upgrades to the ANPP VTS Kyrene 500 kV Switchyard. The long-term engineering solution is expected to be completed prior to the summer of 2017.

    ANPP Interconnection Queue Update

    The ANPP Interconnection Queue worksheet on the SRP OASIS web site combined both ANPP Switchyard and ANPP Valley projects. To better serve the Interconnector Customers, SRP has created two independent worksheets for these interconnection queues. They can be accessed at https://www.oasis.oati.com/SRP/index.html.

    The ANPP HVS Interconnection Queue worksheetreflects all project seeking interconnections to ANPP 500kV High Voltage Switchyard. The current Queue numbers remains the same for all the existing Interconnection Customers. The non-consecutive Queue Position numbers indicate the removal to the ANPP Valley Transmission System (VTS) projects previously listed. The Queue number of the removed ANPP projects will not be re-used for any request.

    The ANPP VTS Interconnection Queue worksheetnow reflects all projects seeking interconnections to ANPP Valley Transmission System. The current Queue numbers of the existing ANPP VTS Interconnector customers are updated and renumbered in the same order the Interconnection Requests were originally received.

    Both ANPP HVS and ANPP VTS Interconnector customers will be affected system party to each other and will be studied likewise.

    NEW SRP OATT, Effective February 15, 2016

    As detailed in a notice on August 10, 2015, SRP has undertaken a public review of proposed modifications to its SRP Board of Directors-approved Open Access Transmission Tariff ("OATT"), as amended. SRP posted the redlined OATT for stakeholder and public comments for the period of August 10 - September 10, 2015. No comments were received.

    Following the stakeholder and public comment period, SRP presented the proposed modifications to the SRP Board of Directors for consideration and approval. The SRP Board of Directors approved the proposed modifications on February 2, 2016.

    The new OATT is now posted under the folder "Tariff" on the left side of this OASIS page.

    The new OATT will be effective in its entirety on FEBRUARY 15, 2016.

    Short Circuit Levels in ANPP Facilities

    On July 13, April 14 and April 10, 2015, the Arizona Nuclear Power Project (ANPP) High Voltage Switchyard (HVS) and Valley Transmission System (VTS) co-owners posted notices on this site regarding short circuit current levels. The ongoing review of this issue has now resulted in plans for implementation of ANPP HVS mitigation measures to ensure reliability in the summer of 2016.

    In addition, the ANPP HVS co-owners are finalizing engineering solutions for the long-term mitigation of short circuit current levels beyond 2016. Along with technical solutions, the co-owners will identify cost responsibility methodologies to ensure fair allocation of the mitigation costs to responsible parties. Coincident with these activities the ANPP HVS co-owners are developing a coordinated plan for mitigation of adverse impacts to the ANPP HVS caused by other transmission systems.

    Until such time as the operational reliability of the ANPP HVS and ANPP VTS can be assured, all requests for interconnections will remain subject to processing delays. Additional information, when available, will be posted here.

    New Palo Verde East Winter Season Path Rating

    The Southwest Area Sub-regional Group (SASG) approved a new Palo Verde East Path (PV East) rating for the Winter Season (Nov. 1-Mar. 31). Effective December 17, 2015, the PV East Winter Season TTC is 9878MW.

    Pinal Central - Tortolita 500kV line and TTC Impact on the Palo Verde - Pinal Central Project and PV East

    The Pinal Central-Tortolita 500kV line should be energized and available for commercial operation on or about December 4, 2015. As a result of the line being in-service, there are TTC increases associated with the Palo Verde-Pinal Central Project. The overall TTCs will increase on the following line segments: Palo Verde-Pinal West 500kV line, the Pinal West-Duke 500kV line, and the Duke-Pinal Central 500kV line. The Palo Verde-Pinal Central Project participants will be updating OASIS with their new respective percentage share of TTC. Please note that the approved overall TTC for PV East increases from 9848 MW to 9878 MW as a result of the Pinal Central-Tortolita 500kV line being placed in-service, However the PV East Winter Season path rating (and lower value) of 9848 MW is in effect.

    Updated Palo Verde East Winter Season Path Rating

    The Southwest Area Sub-regional Group (SASG) approved updated Palo Verde East Path (PV East) ratings for the Winter Season (Nov. 1-Mar. 31). Effective November 13, 2015 PV East will be rated at 9,500 MW. The 9,500 MW will remain in effect until the energization of the Pinal Central-Tortolita 500kV line. Once the Pinal Central-Tortolita line is in service, the full PV East rating will be 9,848 for the remainder of the Winter Season.

    Palo Verde East Winter Season Path Rating

    The Southwest Area Sub-regional Group (SASG) approved new Palo Verde East Path (PV East) ratings for the Winter Season (Nov. 1-Mar. 31). Effective November 1, 2015 PV East will be rated at 8,150 MW. The 8,150 MW will remain in effect until the energization of the Pinal Central-Tortolita 500kV line. Once the Pinal Central-Tortolita line is in service, the full PV East rating will be 8,538 for the remainder of the Winter Season

    PROPOSED MODIFICATIONS TO SRP OPEN ACCESS TRANSMISSION TARIFF

    SRP is proposing modifications to its SRP Board of Directors-approved Open Access Transmission Tariff ("OATT"), as amended. The redlined SRP OATT showing the proposed modifications is posted under the folder TARIFF on the SRP OASIS home page.

    SRP specifically proposes modifications to the Large Generator Interconnection Procedures and Agreement and the Small Generator Interconnection Procedures and Agreement. The modifications are based on industry changes and SRP's experience in processing requests in recent years. SRP also proposes to modify the current OATT provisions relating to transmission service requests, intra-hour scheduling procedures and other operational terms to provide more efficient customer service. Lastly, SRP proposes a number of minor modifications and corrections to improve clarity and consistency within the OATT.

    SRP invites stakeholder and public comments on the proposed modifications. Following the stakeholder and public comment period SRP will make revisions to the proposed OATT modifications as appropriate and then present the modified OATT to the SRP Board of Directors for consideration and approval.

    Short Circuit Levels in ANPP Facilities

    On April 10 and 14, 2015 the Arizona Nuclear Power Project (ANPP) High Voltage Switchyard (HVS) and Valley Transmission System (VTS) co-owners posted notices on this site regarding short circuit current levels. The ongoing review of this issue has resulted in the implementation of several mitigation measures to ensure reliability over the summer of 2015. Additional mitigation measures have been implemented intermittently, as needed based on system conditions, to further ensure reliability during the summer peak periods.

    The co-owners are continuing to evaluate long-term engineering solutions that will help ensure the full and reliable operation of the ANPP HVS and ANPP VTS. The schedule for selection of long-term engineering solutions is currently estimated to be fall 2015.

    Until such time as the operational reliability of the ANPP HVS and ANPP VTS can be assured, all requests for interconnections will remain subject to processing delays. Additional information, when available, will be posted here.

    Short Circuit Levels Potentially Impacting ANPP Transmission and Interconnection Services

    The Arizona Nuclear Power Project (ANPP) High Voltage Switchyard (HVS) and Valley Transmission System (VTS) are transmission projects that include the Palo Verde, Hassayampa, Jojoba and Kyrene Switchyards along with certain transmission lines interconnected to these yards. Transmission service and interconnection service is variously offered on these facilities.

    The short circuit levels at the ANPP HVS and ANPP VTS are under review with respect to the interrupting capability of the 500 kV circuit breakers. Depending upon the results of the evaluation, operating procedures and/or hardware installations may be implemented.

    Notice to All Interested Parties

    Interconnection Requests to ANPP Transmission Facilities

    The Arizona Nuclear Power Project (ANPP) High Voltage Switchyard (HVS) and Valley Transmission System (VTS) are transmission projects that include the Palo Verde, Hassayampa, Jojoba and Kyrene Switchyards along with certain transmission lines interconnected to these yards. Interconnection service is offered to generators and transmission facilities.

    The short circuit levels at the ANPP HVS and ANPP VTS are under review with respect to the interrupting capability of the 500 kV circuit breakers. Depending upon the results of the review, operating procedures and/or hardware installations may be implemented.

    Interconnection studies and any subsequent agreements for interconnection services at the switchyards will be made subject to any real-time and longer-term measures identified as necessary to address the short circuit interrupting limits of the switchyard circuit breakers.

    The interconnection queue will remain open, and all qualified new requests for interconnection will be assigned interconnection queue positions. However, the timelines for interconnection studies may exceed their customary durations, as necessary to address short circuit issues and the identification of any associated mitigating measures required.

    EFFECTIVE APRIL 1, 2015

    The Board of Directors of the Salt River Project Agricultural Improvement and Power District ("SRP") has approved the previously proposed adjustments to rates for ancillary services, point-to-point transmission, and the annual transmission revenue requirement for network integration transmission service.

    Please see the specific new rates listed as "Adjustments" under Rate Summary in the folder menu on the left side of this page.

    The new SRP rates will be effective April 1, 2015.

    On March 31, 2014 the Palo Verde Pinal Central (PV-PC) E&O Committee approved a new Total Transfer Capability (TTC) of 1648 MW for the Palo Verde-Pinal West 500 kV line, 1147 MW for the Pinal West-Duke 500 kV line, and 669 MW for the Duke-Pinal Central 500 kV line. The new TTCs will be split amongst the participants per their ownership percentages effective June 11, 2014. On June 10, 2014, no earlier than 0800 MDT, the PV-PC Participants will post their new respective percentage share TTC of the PVPC that will become effective on June 11, 2014.

    Palo Verde-Pinal Central Project Update

    Construction on the Palo Verde to Pinal Central (PV-PC) project is progressing as planned and should be available for commercial operation on or about by June 11, 2014. This project increases TTC on the Palo Verde-Pinal West 500 kV line and adds new line segments and TTC from Pinal West-Duke 500 kV, and Duke-Pinal Central 500 kV. Coordinated TTC postings are expected on June 10, 2014 effective June 11, 2014.

The new TTC will be split amongst the funding participants per their participant percentages effective August 20, 2013. On August 19, 2013, no earlier than 0800 MDT, the PVTS Participants will post their new respective percentage share TTC of the PVTS that will become effective on August 20, 2013.

    On August 13, 2013 the Southwest Valley Project (SWVP) E&O Committee approved a new Total Transfer Capability (TTC) of 2162 MW for the SWVP. The new TTC will be split amongst the funding participants per their participant percentages effective August 20, 2013. On August 19, 2013, no earlier than 0800 MDT, the SWVP Participants will post their new respective percentage share TTC of the SWVP that will become effective on August 20, 2013.

    On May 10, 2013 the Navajo Project E&O Committee approved a change in the Path 51 allocations, to be effective 1 June, 2013. The new allocations will be split amongst the participants per their new participant percentages. The Navajo Project E&O Committee Participants have updated OASIS with their adjusted TTC percentage share of Path 51.

    On May 10, 2013 the Navajo Project E&O Committee approved a change in the Path 51 allocations, to be effective 1 June, 2013. The new allocations will be split amongst the participants per their new participant percentages. On May 30, 2013 no earlier than 0800MST, the Navajo Project E&O Committee Participants will post their adjusted TTC percentage share of Path 51 to be available for June 1, 2013.

    Effective May 22, 2013 at 0700 SRP plans to open an interconnection queue for the Pinal Central 500 kV switchyard. This is approximately one year in advance of the estimated in service date for this facility. The actual in-service date is subject to change based on potential adjustments to scheduled material/equipment deliveries and resulting modified construction schedules. This posting is intended to provide advance notice so that interested parties can prepare their interconnection requests for submission.

    Notice for Customers interested in submitting Transmission Service Requests on new SRP facilities

    Effective May 22, 2013 at 0700 SRP will allow TSRs to be submitted on paths that include Pinal Central 500 kV switchyard. This is approximately one year in advance of the estimated in-service date for this facility. The actual in-service date is subject to change based on potential adjustments to scheduled material/equipment deliveries and resulting modified construction schedules. This posting is intended to provide advance notice so that interested parties can prepare their TSRs for submission.

    Pre-notice of Open Queue Date Announcement

    SRP plans to open an interconnection queue for the Pinal Central 500 kV switchyard in May of 2013 which is one year in advance of the estimated in service date for this facility. This posting is intended to provide advance notice so that interested parties can prepare their interconnection requests for submission when the queue is officially opened.

    Advance Notice for Customers interested in submitting Transmission Service Requests on new SRP facilities

    SRP plans to allow TSRs to be submitted on paths that include Pinal Central 500 kV switchyard in May of 2013 which is one year in advance of the estimated in service date for this facility. A final notice will be posted near this date and adjusted as needed for schedule changes. This posting is intended to provide advance notice so that interested parties can prepare their TSRs for submission when SRP will officially allow these requests to be processed in OASIS.
