    Path Increase for FourCorners345-FourCorners500

    On January 1st, 2018 at 00:00 (MST) the FourCorners345-FourCorners500 path will increase Total Transfer Capability (TTC), from the current 630MW to 1050MW. AZPS will continue to be the TP and the SE for path W/AZPS/AZPS-AZPS/FOURCORNE345-FOURCORNE500/. OASIS will be updated on September 8th, 2017 to reflect this new TTC.

    This increase impacts the Four Corners 345kV to Willow Beach transmission service request queue, which is currently being processed. Any questions on the queue can be emailed to the OASISADM@apsc.com.

    Curtailment and Outage Posting Business Practice & Resales and Transfers Business Practice Update

    APS has updated its Curtailment and Outage Posting Business Practice to reflect different posting requirements. APS has also updated its Resales and Transfers Business Practice to provide more details on A-1s and resale billing. The updated Business Practices have been posted in the folder: BUSINESS PRACTICES, WAIVERS AND EXEMPTIONS; Pending Business Practices 5 Day Notice folder.

    APS Files Administrative Changes to its OATT

    On August 30, 2017, APS filed administrative revisions to its Open Access Transmission Tariff with the Federal Energy Regulatory Commission in Docket No. ER17-2379-000. A copy of the filing is posted in the Tariff/Pending FERC Filings folder.

    Updated APS OATT

    On March 28, 2017, the Federal Energy Regulatory Commission accepted APS’s filed reduction to the Post-Employment Benefits Other than Pension (PBOP) expense used in calculating the charges for transmission services in its Formula Rate included in Attachment H of its Open Access Transmission Tariff in Docket No. ER17-912-000, effective June 1, 2017. An updated copy of the APS OATT Volume 2 is posted in the Tariff Folder, Titled: APS_OATT_Volume_2_20170601.

    APS Posts Annual Update of Formula Transmission Service Rates

    On May 15, 2017, APS posted its annual update of its Formula Transmission Rates, which will be effective on June 1, 2017.

    A copy of the annual update is posted in the ‘Tariff/Pending FERC Filings’ folder, titled: APS Annual Update to Formula Transmission Service Rates_20170515.

    Additionally, the 2017 FERC Formula Rate Spreadsheet_20170601and 2017 Effective Formula Rates_20170601documents have been posted in the ‘Tariff/Effective Rates’ folder.

    APS Files Compliance Filing to Incorporate Revised Formula Rate Implementation Protocols into Attachment H of its OATT

    On May 12, 2017, APS withdrew its compliance filing made on May 10, 2017, in Docket No. ER17-912 and refiled under ER17-1099. This filing was made to incorporate the revised Formula Rate Implementation Protocols into Attachment H of its OATT which was accepted for filing, effective June 1, 2017.

    A copy of both filings are posted in the Tariff/Pending FERC Filings Folder.

    New Palo Verde East Path Rating

    The Total Transfer Capability (TTC) of the Palo Verde East Transmission System will increase from 9,878 MW to 10,325 MW effective Monday, May 15, 2017 00:00 MST. The increased TTC is a result of upgrades at the Kyrene 500kV Switchyard and coincides with the installation of series reactors on each of the three 500kV tie-lines between the Palo Verde and the Hassayampa switchyards. On May 12, 2017, no earlier than 0800 MST, APS will post its new respective percentage share TTC of the PVTS that will become effective on 00:00 May 15, 2017.

    APS Files Compliance Filing to Incorporate Revised Formula Rate Implementation Protocols into Attachment H of its OATT

    On April 26, 2017, the Federal Energy Regulatory Commission accepted APS’s revised Formula Rate Implementation Protocols in Attachment H of its Open Access Transmission Tariff (OATT) in Docket No. ER17-1099-000, effective May 1, 2017. In accordance with the Commission’s directives in the letter order, on May 10, 2017, APS filed a compliance filing to incorporate the revised Formula Rate Implementation Protocols into Attachment H of its OATT which was accepted for filing, effective June 1, 2017, and set for hearing and settlement judge procedures in Docket No. ER17-912-000.

    A copy of the compliance filing is posted in the Tariff/Pending FERC Filings Folder, Titled: OATT Revisions – Attachment H Compliance Filing_20170510.

    APS-SRP 2nd Quarter Public Planning Meeting June 22, 2017, 9:00 am - 12 pm MST

    Arizona Public Service Company (APS) and Salt River Project (SRP) will hold a joint 2nd Quarter Public Planning meeting on Thursday, June 22, 2017, 9:00 a.m. - 12:00 p.m. MST. The meeting will be held in the DVN1-2A Conference Room of APS's Deer Valley Building N1 (Don Robinson Building), 2124 W. Cheryl Dr., Phoenix, AZ 85021.

    The agenda, web access instructions, teleconference number, and map for the meeting are posted in a single document entitled "APS-SRP 2nd Quarter Stakeholder Agenda 20170622" in the Transmission Planning folder.

    Transmission Path Update

    APS has updated the posted paths available for Transmission Reservations. In addition to the path changes, APS has created a folder containing e-tag templates which is found at the bottom of the folders on the left of the OASIS Home Page. These templates have been created to provide path guidance for e-tagging. Click on the path you would like to review, from the ‘Template Index’ tab; the Physical Path information is displayed.     APS OATT Training

    Gary Nolan, NERC Advisor, will be facilitating an overview training of the regulatory requirements, fundamental transmission nomenclature and processes for requesting transmission service on the APS system pursuant to the APS Open Access Transmission Tariff. The training will be held on May 11, 2017 from 8:00am-5:00pm. The training will be at APS Corporate Headquarters in CHQ Learning Center 3. Please R.S.V.P. to Gary Nolan (gary.nolan@aps.com).

    Short Circuit Levels in ANPP Facilities

    On April 17, 2015, the Arizona Nuclear Power Project (ANPP) High Voltage Switchyard (HVS) and Valley Transmission System (VTS) co-owners posted notices on this site regarding short circuit current levels. As previously described, the ongoing review has now resulted in co-owner-approved engineering solutions for the long-term mitigation of the short circuit current levels beyond 2016. The solutions include the installation of series reactors on each of the three 500 kV tie-lines between the Palo Verde and the Hassayampa switchyards. The engineering solution also includes mitigation upgrades to the ANPP VTS Kyrene 500 kV Switchyard. The long-term engineering solution is expected to be completed prior to the summer of 2017. Additional information, when available, will be posted here.

    Edison-Arizona Transmission Agreement Update

    The Edison-Arizona Transmission Agreement, which gives Southern California Edison Company rights to 100% of APS's transmission capacity between Four Corners 500 and Willow Beach, will expire pursuant to its own terms on July 6, 2016. Therefore, APS currently expects that the Point of Delivery for Transmission Service Customers with Transmission Service Agreements identifying "[t]he location of the CAISO interface on the Four Corners-Willow Beach transmission line (Four Corners 500 kV - Moenkopi 500 kV - Willow Beach 500 kV), pursuant to FERC's Order from November 9, 2015 in Docket No. ER15- 192-001" as the Point of Delivery will move from Four Corners 500 kV to Willow Beach 500 kV as of that date.

    Updated Palo Verde East Winter Season Pat th Rating

    The Southwest Area Sub-regional Group (SASG) approved updated Palo Verde East Path (PV East) ratings for the Winter Season (Nov. 1-Mar. 31). Effective November 13, 2015 PV East will be rated at 9,500 MW. The 9,500 MW will remain in effect until the energization of the Pinal Central-Tortolita 500kV line. Once the Pinal Central-Tortolita line is in service, the full PV East rating will be 9,848 for the remainder of the Winter Season.

    New PV East TTC Posted

    SRP has posted new PV East TTC ratings and allocations as a result of APS Grand Terminal oil circulation and cooling systems offline during winter and spring months, specifically from November 1, 2015 to March 31, 2016. APS is currently having the manufacturer of the cooling system perform a new study and the results will be made available after they are received. Any changes as a result of the study will be posted after SRP has received the new results and has completed their studies.

    Arizona Public Service (APS) is working towards the April 25th, 2016 Compliance Deadline for FERC Order 676-H, Network Integration Transmission Service (NITS). APS has provided our existing Network Transmission Customers with the specific information that we will need for the NITS on OASIS templates, by way of email with a letter reviewing the data elements APS will require for this posting.

    APS is announcing its Energy Imbalance Market (EIM) Open Access Transmission Tariff (OATT) stakeholder process through a transmission customer notification.     On July 24, 2015, at 00:00 hours (MST), the HANG 2 line will transition from the CAISO Balancing Area to the AZPS Balancing Area. AZPS will be the TP and SE for PALOVEDE500-NRTHGILA500 and NRTHGILA500-PVWEST segments now associated with HANG 2 after the transition. The normal W/AZPS/SRP-CISO/PALOVERDE500-PVWEST, W/AZPS/SRP-AZPS/PALOVERDE500-NRTHGILA69/, W/AZPS/CISO-SRP/PVWEST-PALOVERDE500/ and W/AZPS/AZPS-SRP/NRTHGILA69-PALOVERDE500/ paths on HANG 1 will remain in use and stay in the CAISO Balancing Area. Four new paths, W/AZPS/SRP-CISO/PALOVERDE500-PVWEST/P2, W/AZPS/SRP-AZPS/PALOVERDE500- NRTHGILA69/P2, W/AZPS/CISO-SRP/PVWEST-PALOVERDE500/P2 and W/AZPS/AZPS-SRP/NRTHGILA69- PALOVERDE500/P2 will be available using the HANG 2 Line.     Hassayampa-North Gila 500kV Line #2 (HANG 2) declared commercial

    At 16:00 MST on May 26, 2015 the Hassayampa-North Gila 500KV Line 2 (HANG 2) was declared commercial. The line will be temporarily assigned to the CAISO Balancing Area until July 23, 2015. At that time the line will transition to the APS Balancing Area. APS will post a TTC change for the PALOVERDE500-PVWEST line segment effective May 28th, 2015 and Network Integration Transmission Service will be available for purchase beginning on that date. However, due to the Balancing Area transition and resulting scheduling complexities, Point-to-Point Transmission Service will not be available for purchase on the HANG 2 Line until July 23, 2015.     On May 26, 2015 APS will place in service the Hassayampa-North Gila 500KV Line #2 with a Total Transfer Capability (TTC) of 500MW. The new TTC will be split amongst the participants, per their participant percentages; APS with 80% and IID with 20%. OASIS will be updated by May 26th.

    Reduction in APS Segment Rating

    In accordance with APS Facility Rating Methodology, transmission line ratings are dictated by the rating of the most limiting element of the different components that comprise the facility. A recent update from SRP has identified a correction to the ratings of the SRP owned ends of two APS transmission lines. The corrections apply to the line entrance conductors of Kyrene/Knox 230 kV at Kyrene which is posted in OASIS. Due to the update the adjusted rating for this line is being reduced from 1190MW to 765MW. The reduction will be posted in OASIS immediately.

    APS Four Corners Update

    On July 14, 2014, Arizona Public Service (APS) will begin processing the Four Corners 345kV bus to Willow Beach transmission service request queue. Because APS does not have transmission capacity from the 500kV bus to Willow Beach, APS will offer to perform System Impact Studies for that section of the path. APS will offer long term transmission service on the Four Corners 345kV bus across the Four Corners 1AA transformer to the Four Corners 500kV bus.

    Four Corners 345-Cholla 345 Path TTC Increase

    Studies performed for the update of the Arizona Security Manual (ASMM) have resulted in changes to the SOLs for the Four Corners 500KV-Cholla 345KV Line. The Total Transfer Capability (TTC) for the line has been increased from 1340MW to 1356MW. APS will post the change to the FOURCORNE345-CHOLLA345 path increase effective 7/1/2014.

    Business Practice for Rollover Rights for Extension of Commencement of Transmission Service

    APS has established a Business Practice for Rollover Rights with Extensions of Commencement of Transmission Service. This Business Practice clarifies how and when customers retain rollover rights after electing to extend the commencement of transmission service. The Business Practice also addresses how transmission capacity will be awarded when customers in the applicable queue have elected to extend commencement of service.     APS Four Corners Update

    APS previously notified potential Transmission Customers requesting service on the Four Corners 500kv to Willow Beach path that any applicable System Impact Studies SIS) would be deferred pending APS's acquisition of SCE's ownership interests in Four Corners Units 4 and 5, which, at the time, APS anticipated would result in Available Transmission Capacity (ATC) on the path. However, ATC did not become available following APS's acquisition of SCE's ownership interests in Four Corners Units 4 and 5 as originally anticipated. Therefore, the SISs will continue to be deferred pending resolution of SCE's pending application in FERC Docket No. ER14-897.

    Four Corners Tagging Change

    Effective 2/19/14, APS will be tagging the outputs of the Four Corners 4 and Four Corners 5 units separately. The source name to be used for Four Corners Unit 4 will be FOURCORNERS_4 (Point ID 104471) and the source name to be used for Four Corners Unit 5 will be FOURCORNERS_5 (Point ID 104472). APS requests that all affected entities update their tag templates to reflect the source point changes and to stop using the FOURCORNERS source point (Point ID 5015).     Transmission Availability

    Arizona Public Service has posted Available Transmission Capacity for short term purchases on the Four Corners 345 kV bus across the Four Corners 1AA transformer to the Four Corners 500 kV bus. This path will be available for short term purchases until the long term Four Corners queue can be processed. The date on which the Four Corners queue will begin being processed has not yet been finalized.

    On November 15, 2013, APS submitted a Compliance filing Modifying Section 13.8 and Section 14.6 of its Open Access Transmission Tariff (Docket No. ER13-2229-000) to use "scheduling interval" rather than "hour" and "clock hour".     Potential Issues Due to Outages at Palo Verde–Devers 500 Line and North Gila 500 South Bus

    The Palo Verde-Devers 500 line and the North Gila 500 South bus are currently out of service. The loss of the Imperial Valley-N. Gila 500 line or either segment of the N. Gila-Hassayampa 500 line will result in an open transmission path for the California participants of Palo Verde, resulting in their share of Palo Verde generation being stranded. Engineering studies do not anticipate an SOL issue. Instead, the Palo Verde stranded generation will create a scheduling issue. If any segment of the Hassayampa-N Gila-Imperial Valley line were to relay, the options available to the California participants are: (1) find an alternate transmission path for their stranded energy, (2) sell the stranded energy at the PV500 bus, (3) back down Palo Verde by the amount of the stranded generation, and/or (4) any combination of these three options.

    Business Practice for Intra-hour Transmission Scheduling Updated

    APS has updated the Intra-hour Transmission Scheduling Business Practice to comply with FERC Order 764. The updated Business Practice has been posted in the folder: BUSINESS PRACTICES, WAIVERS and EXEMPTIONS; Pending Business Practices - 5 Day Notice folder. APS will provide the funtionality to implement 15-minute scheduling effective November 1, 2013. Be advised that as a result of implementing 15-minute scheduling, late e-Tags will be automatically denied starting November 12. See Section 4.3.3.2 of the Business Practice.

    Transition from S&P Dow Jones Indices to ICE Indices

    On August 14, 2013, APS received a notice from S&P Dow Jones Indices (SPDJI) stating that "“effective after the close on Friday, September 13, 2013, SPDJI will discontinue the calculation of the Dow Jones U.S. Electricity Indices."” It also stated that SPDJI will no longer calculate the Dow Jones U.S. Hourly Electricity Indices, effective after the close of business on Friday, August 30, 2013. The APS OATT, at Schedule 4, Energy Imbalance Service, states “if the Dow Jones permanently ceases to report day ahead pricing for any of the three hubs, or if the methodology used to determine the index at any of those hubs is materially modified, Transmission Provider shall select a permanent replacement index, reported by a reputable third-party, that reflects the actual same-day firm transactions at the effected hub.” Therefore, starting Saturday, September 14, 2013, APS will be using the ICE Indices for Palo Verde, Mead, and Four Corners to calculate the On- and Off-peak energy prices. The indices calculation methodology remains as described in the APS OATT. APS will continue to post the prices in accordance with Schedule 4 of the OATT. These prices are used for Energy Imbalance, Generator Imbalance and financial settlement of losses under the OATT.

On August 19, 2013, no earlier than 0800 MDT, the PVTS Participants will post their new respective percentage share TTC of the PVTS that will become effective on August 20, 3013.

    APS Four Corners Update

    On June 17, 2013 APS filed a report with the Securities Exchange Commission indicating that APS cannot predict whether the closing of its p lanned purchase of SCE's share in Four Corners will occur. The Arizona Corporate Commission is re-examining the facilitation of a deregulated retail electric market in Arizona. This may result in APS not closing on the planned purchase and could have an impact on the future of the operation of the Four Corner's plant.

    APS Files a Request with FERC to Cancel the Edison-Arizona Transmission Agreement and Requests Rate Recovery

    On May 1 and May 2, 2013 APS filed a request with FERC (Docket No. ER13-1402) to cancel Rate Schedule 38 (Edison-Arizona Transmission Agreement) and requested authorization to defer and amortize costs associated with such cancellation.     APS Four Corners Update

    APS anticipates that the transaction to purchase Southern California Edisons ownership in Units 4 and 5 of the Four Corners Power plant will be finalized on July 1, 2013. The completion of the transaction will allow APS to post approximately 731 MW of conditional firm capacity and 824 MW of firm capacity on the MOENKOPI500-WILLOWBEACH path. WILLOWBEACH will be the POR/POD point between APS and CISO instead of ELDORADO500. APS plans to post the following transmission capacity on the following paths: MOENKOPI500-WILLOWBEACH 1,555 MW (731MW Conditional Firm and 824MW Firm) FOURCORNE500-MOENKOPI500 1,535 MW FOURCORNE345-FOURCORNE500 1,000 MW There are currently 31 transmission service requests in the queue for this transmission capacity. APS anticipates processing the queue for the available transmission capacity on July 1.

    On April 16, 2013 APS filed a request with FERC (Docket No. ER13-1296) to amend and restate the Point-to-Point Regional Transmission Service Participation Agreement and the WestConnect Point-to-Point Transmission Service Tariff.     Changes to Wholesale Transmission Formula Rate request filed with FERC

    On March 13, 2013, APS filed a request with FERC (Docket No. ER13-1080-000) to change the wholesale transmission formula rate used to calculate charges for transmission services provided under the APS OATT with an effective date of April 12, 2013.     Updated Versions 2.0 of the Power Operations Operating Agreement Requirmement Standard

    Arizona Public Service Company (APS) has posted a copy of the Power Operations Operating Agreement Requirement Standard V 2.0. This updated Standard currently resides in the Pending Business Practice folder for review and is effective 3/20/2013. The V 2.0 update of the Power Operations Operating Agreement Requirement Standard is to add language that holds the customer responsible for reporting on the customer's portion of the interconnection tie line regarding the following: NERC TADS (Transmission Availability Data System) submittal which can be found in the WECC TRD (Transmission Reliability Database) Data Reporting Instruction Manual.     Power Operations Operating Agreement Requirement Standard Posted

    Arizona Public Service Company (APS) has posted a copy of the Power Operations Operating Agreement Requirement Standard. This Standard currently resides in the Pending Business Practice folder for review and is effective 1/30/2013. The overall purpose of the Power Operations Operating Agreement Requirement Standard is to establish the basis of operating procedures and to maintain up-to-date System Operator contact information applicable at the electrical operating boundaries between the APS transmission system and identified interconnected customer facilities. Additionally, this Power Operations Operating Agreement Requirement Standard is established to provide enhanced safety and the overall enhancement of system reliability to all parties by providing an understanding to the System Operators involved of how to handle the operating environment at the defined interconnection boundary point. This allows APS to better fulfill its role as the ultimate entity responsible for the reliability of the APS transmission system. The attendant Blank Template is established to demonstrate to potential customers the basis of a Power Operations Operating Agreement that would be required as final approval for a facility (generation or large load) to parallel with the APS transmission syatem.

    Modification to APS 2012 Ten-Year Plan

    APS Open Access Transmission Tariff Training

    Gary Nolan, Senior Instructor with APS Operations Training, will be facilitating two overview trainings of the regulatory requirements, fundamental transmission nomenclature and processes for requesting transmission service on the APS system pursuant to the APS Open Access Transmission Tariff. The trainings will be held on October 24, 2012 and October 31, 2012 from 8:30am-5:00pm.     Southern Navajo 500kV Transmission Path Re-Rate (WECC PATH 51)

    On August 29th, 2012, the rating on the S. Navajo 500kV transmission path was increased from 2645MW to 2800MW in the southbound direction due to the Morgan - Pinnacle Peak 500kV line and the third Pinnacle Peak 500/230kV transformer being placed in service. All participants have increased their TTC in OASIS to reflect the rating change.

    Concurrent outage of Three Cholla Transmission Lines

    Starting November 5th at 0800 until November 8th at 1600, there will be a concurrent outage of the two Cholla-Pinnacle Peak 345kV lines and the Cholla-Sugarloaf 500kV Line. The outage is required to raise the 500kV conductor on the Cholla-Sugarloaf 500 Line to meet NERC requirements. It is expected that approximately 1000MW of combined generation in the Four Corners and Cholla area will need to be off line during the outage. An outage posting will be made once an engineering study has been completed.

    OATI has scheduled system maintenance to be performed on August 28, 2012, between 15:15 to 16:45(MST). The webOASIS system will be unavailable for the entire duration of the outage. As a result of the outage, no TSRs can be created, modified or delivered to webTrans or other systems from OATI webOASIS during this time. Additionally, no OASIS postings will be available, such as Transmission Offerings, System Data or Messages, either from webTrans or directly in OATI webOASIS. It is recommended that the submittal of TSRs be done in advance of the outage period.

    OATI webTagging and webData system Outage Wednesday August 8, 2012

    OATI has scheduled system maintenance to be performed on August 8, 2012, between 2:35 AM to 4:05 AM (CDT). As a result of the outage, no tags can be created and no actions on existing tags (adjustments, curtailments, etc) will be effective during the outage. TSR's will be available, however, automated processes will be disabled duration the outage period and will require manual evaluations with regards to approvals and denials. This will impact the WECC WIT and Tag Authority Service. The WIT system will continue to remain online and be accessible to all users, however new e-Tag requests or changes will not update the WIT during this time. It is recommended that the submittal of TSRs and e-Tags for the outage period be done in advance of the outage period.

    Outage on OATI webSweep Database scheduled for 6/26/2012

    OATI will be transitioning the webSweep system to the private cloud from 15:15-16:45MST on 6/26/2012. TSRs are sent from webOASIS via webSweep and therefore they will not be delivered to webTrans during the outage. Operators will have to perform manual actions on TSRs directly on webOASIS. Expect some delay in approval as checks will have to performed manually during this period.

APS will update the fire progress as information becomes available.

    Backburn operations to contain the Sunflower Fire affecting the two CHOLLA345-PINPKASP230 lines are planned to commence this evening at 1800 MST. To support the backburn operation the two CHOLLA345-PINPKAPS230 lines are planned to be REMOVED FROM SERVICE starting at 1800 for a duration of 24-48 hours. Transmission customers should be prepared for the line outage. APS will post updates as they become available.

    Update for the Sunflower Fire

    Efforts to contain the Sunflower Fire affecting the two CHOLLA345-PINPKASP230 lines have been unsuccessful and conditions have progressed to the point that the lines may have to be removed from service for two to three days to allow for the fire to pass under the lines. Approximately 5 miles of the lines will be directly affected by a back burn in attempts to stem the progress of the fire. Transmission customers should be prepared for the lines to go out at anytime based on degrading conditions. APS will post updates as they become available.

    TTC change for Kyrene 500/230 kV transformers

    As of April 27, 2012 the Palo Verde Transmission System (PVTS) E&O Committee approved a new Total Transfer Capability (TTC) of 2030 MW for the Kyrene 500/230 kV transformers effective May 1, 2012. The new TTC will be split amongst the participants per their participant percentages. With this particular upgrade there is no change to EPE and PNM allocations. On May 1, 2012, no earlier than 0000 MST, APS and SRP will post their new respective percentage TTC share of the Kyrene 500/230 kV transformers.

    OATI Systems Outage Scheduled

    Open Access Technology International (OATI) has scheduled an outage of certain systems that will impact e-Tag and TSR processing for several western Transmission Providers and Balancing Authorities. These entities will be able to manually approve and deny both e-Tags and TSRs but automated processes will be disabled during the outage period. The outage is scheduled for Tuesday, April 10, 2012 between 4:15 pm and 5:45 pm (Pacific Prevailing Time). It is recommended that the submittal of TSRs and e-Tags for the outage period be done in advance of the outage period in order to reduce the volume of requests which will need to be manually evaluated during the outage period.

    Path 23 Uprate Request

    APS has submitted a request to WECC to change the path rating for Path 23 to 1000MW from 840MW as a result of the upgrades to the 1AA 500/345KV Transformers at Four Corners. WECC has received the request and is currently processing it. APS will post updates when the results are known.

    Transmission Operations Move

    APS Transmission has moved its operations to 2124 W. Cheryl Drive, MS 3262, Phoenix, AZ 85021. All contact email addresses, phone numbers, and fax numbers remain the same. APS has made a FERC filing to modify the mailing address identified throughout its OATT. The filing has been posted in the TARIFF; FILINGS-Pending at FERC folder. The new OATT will be posted upon acceptance by FERC.

    Reposting APS OATT

    APS has posted an updated copy of its OATT due to FERC's acceptance of three APS tariff filings. The updated OATT reflects the acceptance of the LGIP Modification Filing (ER11-4437-001), the Depreciation Rate Filing (ER11-4184-002) and the Intra-Hour Filing (ER11-4280-000).     FOURCORNERS 1AA 500/345KV TRANSFORMER OUTAGE

    Starting on Monday 1/9/2012 at 0700 and going through Friday 2/10/2012 ending at 1700 MST APS will take Four Corners 1AA 500/345kV Transformers out of service. This is to install two new phase units. During this outage, no schedules will be accepted using the MOENKOPI500-FOURCORNE345 and the FOURCORNE345-MOENKOPI500 paths using the CAISO as the TP. This also includes the ELDORADO500-FOURCORNE345 and FOURCORNE345-ELDORADO500 paths with CAISO as the TP.

    Temporary Reduction in PV EAST TTC with All Lines In Service (ALIS)

    The preparation for the new Kyrene 500/230 Bank #8 transformer involves extensive Kyrene 500 kV and 230 kV switchyard configuration changes. This work will occur in stages over the next 6 months and require outages with varying IOS conditions during each phase. There will be several weeks during the schedule with ALIS but with a temporary system configuration that results in a reduction to PV East TTC through April 30, 2012. This will reduce TTC on any paths that include any of the following segments: PALOVERDE500-WESTWING500, PALOVERDE500-KYRENE500, PALOVERDE500-RUDD500, and PALOVERDE500-PINALWEST500. The PV East ALIS TTC will be 7713 MW effective immediately through April 30, 2012. There will be TTC limits associated with various outage conditions during this time that will prevail during scheduled outages. 7713 MW is only applicable with All Lines In Service. Post April 30, 2012, upon completion of Kyrene yard reconfiguration and upon the commercial energization of the Kyrene 500/230 Bank #8 transformer, the PV East TTC will be revised to its new studied value.

    Modification to APS 2011 Ten-Year Plan

    During APS's continuous evaluation of the reliability and needs of its transmission system, APS has revised the in-service dates for five projects from what was originally reported in the APS 2011-2020 Ten-Year Plan on file with the Arizona Corporation Commission.     APS Files OATT Amendments with FERC to Implement Intra-Hour Scheduling

    On August 10, 2011 APS filed a request with FERC (Docket No. ER11-4280-000) to amend Sections 13.8, 14.6 and 18.3 of the APS OATT to facilitate intra-hour scheduling. APS has requested October 9, 2011 as the effective date for the proposed OATT changes. A copy of the filing is posted in the Tariff folder.

    APS Files Depreciation Rate Adjustment with FERC

    On August 1, 2011 APS filed a request with FERC (Docket No. ER11-4184-000) to reduce the depreciation rates used in calculating charges for transmission services provided under the APS OATT. APS proposed the new depreciation rates to better allocate the costs of its transmission assets over the remaining useful lives. APS has requested October 1, 2011 as the effective date for the new depreciation rates with ratepayers realizing the benefits during the 2012/2013 Rate Year.     Third Pinnacle Peak 500/230KV Transformer Released

    On July 14, 2011 @ 1657, APS energized the third Pinnacle Peak 500/230KV transformer and released it for commercial service. Current rating of the Morgan-Pinnacle Peak 500KV line with three transformers in service is 1800MW, with 900MW allotted to APS and 900MW allotted to SRP. TTC values for both APS and SRP will be posted no later than 1600 on July 20, 2011 to become effective at 0000 on July 21, 2011 for the Morgan-Pinnacle Peak path.

    FIRE UPDATE POSTING

    There is currently a fire on the Apache – Sitgreaves National Forest about 11 miles NW of Forest Lakes and about 2 miles north of Bear Canyon Lake. The fire is west of and in close proximity to the Cholla/Pinnacle Peak 345 KV high voltage transmission lines. Due to fire control efforts and pre-fire planning, it is not expected to negatively impact the Cholla/Pinnacle Peak 345 KV high voltage transmission lines. An update will be provided if this situation degrades.

    FOURCORNERS 1AA 500/345KV TRANSFORMER OUTAGE DELAYED (Please Note Date Changes due to FC 5 mechanical issues)

    Starting on Monday 6/13/2011 at 0700 and going through Friday 6/24/2011 ending at 1600 MST APS will take Four Corners 1AA 500/345kV Transformer out of service. This is to remove the spare phase, then test and place in service the new "B" phase unit. During this outage, no schedules will be accepted using the MOENKOPI500-FOURCORNE345 and the FOURCORNE345-MOENKOPI500 paths using the CAISO as the TP. This also includes the ELDORADO500-FOURCORNE345 and FOURCORNE345-ELDORADO500 paths with CAISO as the TP.
