    6/17/16: PacifiCorp EIM Announcement – ISO Market Issue: On June 1, 2016, the ISO experienced a database issue that resulted in the failure to transfer market data in its internal systems.  Real-time dispatch instructions and prices were published to participants in the Automated Dispatch System (ADS), Open Access Same Time Information System (OASIS), and ISO Market Results Interface (CMRI), but the data was not available to ISO systems for post-market processing.  Specifically, the internal ISO systems failed to publish dispatch and pricing information necessary for calculation and settlement of expected energy to downstream systems. This data cannot be recovered from backup systems.

     

    The ISO has mitigated the data issue by replicating missing market data using previous market intervals as summarized in Table 1 below for purposes of settling the market.  Additionally, to the extent feasible, the ISO adjusted internal dispatch information to mitigate significant differences between the replicated data and the ADS data.  Scheduling Coordinators will see the full impact of this procedure on their expected energy settlement on the T+12B recalculation statement which publishes June 17, 2016.  For intervals where the settlement statement does not reflect the published ADS instruction, the ISO will correct valid discrepancies via submission of a settlements dispute.

     

    Failed market runs occurred on June 1, 2016 where published data was incomplete or missing entirely.  For intervals deemed as failed runs (see Table 2 below), data was replicated, using the last valid interval and alignment of ADS data was not required.

    6/15/16: ISO Congestion Revenue Rights (CRR) Training: PacifiCorp has posted an audio recording of the ISO’s May 26, 2016 CRR training session in the ISO Integration Project folder, for stakeholders who were unable to attend the meeting.


    6/9/16: PacifiCorp Grid Operations/Control Center Visit : Michael Lee and Travis Rogers - employees from EDF Energy Services will be at PacifiCorp’s Portland Grid Operations Center for a customer visit today from 11:00 - 12:00 PM with no control room access.


    6/6/16: PacifiCorp EIM Announcement – ISO Settlement Dispute Resolved: PacifiCorp submitted a dispute February 5, 2015, to the California ISO on behalf of the PacifiCorp EIM Entity and its customers in PacifiCorp’s east and west balancing authority areas. The dispute covered prices during EIM operations November 1, 2014 through November 13, 2014, subject to the ISO's second pricing waiver request filed with and approved by the Federal Energy Regulatory Commission in Docket No. ER15-817. The ISO has corrected the prices on the T+18M settlements statements in accordance with the Commission's directives. This announcement is in compliance with PacifiCorp's EIM business practice section 10.3.


    6/3/16: PacifiCorp EIM Announcement - ISO Systems Maintenance and Outages June 6-18: The ISO has scheduled maintenance in its production environment June 6 through June 18, 2016 for multiple applications.     Notice of 2016 Annual Update Customer Meeting and Schedules 2/3/3A/5/6 Workshop

    On Thursday, June 23, 2016, from 10:00am to noon (PDT) PacifiCorp will present details about its Annual Update filed at the Commission on May 16, 2016, in Docket No. ER11-3643 (with additional materials posted on PacifiCorp's OASIS website). This customer meeting provides Interested Parties the opportunity to seek information and clarifications from PacifiCorp about the Annual Update.

    On the same day, Thursday, June 23, 2016, from 12:30pm to 4:30pm (PDT), PacifiCorp will host a workshop on its proposed approaches for updates to Schedules 2, 3, 3A, 5, and 6 of its Open Access Transmission Tariff. PacifiCorp will discuss its planned methodology and how results will inform its filings.

    5/20/16:PacifiCorp EIM Announcement - ISO Settlement Disputes Resolution: PacifiCorp submitted disputes on behalf of the PacifiCorp EIM Entity December 4, 2015. The disputes cited erroneous values in the real-time energy congestion amounts in the real-time imbalance energy offset account. The disputes were submitted for Trade Date August 16, 2015, for hour ending 19 in the amount of $379,130, in the PacifiCorp East (PACE) balancing authority area, and in the amount of $101,613,in the PacifiCorp West (PACW) balancing authority area, for charge code 64770 -Real-Time Imbalance Energy Offset. On May 20, 2016, the California ISO denied the disputes and stated that research confirmed that the settlements were accurate and no corrections are needed. This announcement is in compliance with PacifiCorp's EIM business practice section10.3.



    5/20/16:PacifiCorp EIM Announcement - PacifiCorp's EIM Business Practice : PacifiCorp has posted the currently effective version of its Energy Imbalance Market business practice (EIM BP) in the EIM/EIM BP folder. PacifiCorp did not receive any comments on revision 11, which were due May 18, 2016. PacifiCorp will continue to make revisions to the EIM BP as needed pursuant to BP #13 which sets forth the business practice guidelines.


    May16, 2016: PacifiCorp Transmission Formula 2016 Annual Update: On May 16, 2016, PacifiCorp published its 2016 Annual Update pursuant to SectionsI.3(d-e) of Attachment H-2, Formula Rate Implementation Protocols, of PacifiCorp's Open Access Transmission Tariff (OATT).     5/4/16: PacifiCorpEIM Announcement - CAISO Tariff Amendment Filing: The California ISO has filed with the Federal Energy Regulatory Commission April28, 2016, in Docket ER16-1518, a proposal to amend its tariff to implement its EIM Year 1 Enhancements Phase 2 initiative. Specifically, the proposal (1)revises the assignment of the real-time congestion offset to balancing authority areas to better reflect the contribution of each to congestion at the interties; (2) provides that the CAISO will, upon request of an EIM entity, provide outage information directly to the reliability coordinator; (3)clarifies that the administrative costs included in the default energy bid and start-up cost and minimum load cost calculations for an EIM market participant should include the applicable EIM administrative charges and not the charges reflected in the CAISO's grid management charge; (4)specifies that base schedules must include approved, pending, and adjusted e-tags for imports and exports; (5) clarifies that implementing economic bidding at EIM external interties requires further development of appropriate market rules; (6)provides for real-time local market power mitigation of EIM transfers on EIM internal interties; and (7) includes greater tariff detail regarding calculation of the marginal losses component of the locational marginal price.     4/28/16: PacifiCorp EIM Announcement - ISO Settlement Dispute Resolved:PacifiCorp submitted a dispute on behalf of the PacifiCorp EIM Entity November 17, 2015, which cites erroneous unaccounted for energy (UFE). The dispute was submitted for Trade Date August 1, 2015, for all hours in the PacifiCorp East (PACE) balancing authority area, for charge code 64740 - Real-Time UFE for Energy EIM Settlement. Placeholder status for this dispute was requested and approved. The ISO researched the operations and settlements databases and confirmed that settlement under CC 64740 were inaccurate. The ISO is making corrections and adjusted calculations will be published in the T+9M settlement statements. This announcement is in compliance with PacifiCorp's EIM business practice section 10.3.


    4/28/16: PacifiCorp EIM Announcement - Updated CAISO Tariff Posted:PacifiCorp has posted the CAISO Tariff, updated April 25, 2016, in the EIM/CAISO Tariff and Pending EIM Amendments folder. Additional information is available on the CAISO's web site at www.caiso.com. This notice is being provided pursuant to the Federal Energy Regulatory Commission's directive in its June 19, 2014 order in Docket ER14-1578, to make the current version of all CAISO tariff provisions referenced in PacifiCorp's tariff, as well as notice when the CAISO files a proposal to amend such provisions, available on PacifiCorp's web site.




    4/19/2016: Revised OATT Effective 4/19/2016: PacifiCorp has made revisions to the PacifiCorp Volume No. 11 Open Access Transmission Tariff ("OATT") to incorporate revisions filed under Docket ER16-976-000, effectiveApril 19, 2016. The OATT is located in the PacifiCorp OASIS Tariff/Company Information folder on PacifiCorp's OASIS.


    4/19/16:PacifiCorp EIM Announcement - ISO Price Corrections: The Federal Energy Regulatory Commission issued an order April 18, 2016, in Docket No. ER16-1019,accepting the California ISO's request for limited waiver of tariff provisions to allow it to make certain price corrections for the period October 15, 2014 through April 30, 2015.

    The pricing errors for which the ISO sought waiver fall into two general categories: (1)SP/TIE price errors, where the ISO calculated incorrect locational marginal prices for some scheduling point/intertie combinations, posted those incorrect prices to OASIS, and generated market settlements based on those incorrect prices; and (2) OASIS to settlements discrepancies, where the prices the ISO posted on its OASIS do not match the prices that exist in the ISO settlements system for the same interval and location. The order was issued in time for the ISO to reflect these price corrections on its T+18M statements.




    4/12/16: PacifiCorp EIM Announcement - ISO Settlement Dispute Resolution: PacifiCorp submitted a dispute on behalf of the PacifiCorp EIM Entity August 20, 2015. The dispute cited discrepancies between quantities used in settlements, quantities available in the Market Operator's Customer Market Results Interface and quantities in PacifiCorp's settlement system. The dispute was submitted for Trade Date July 23, 2015, hours 15-19 in the PacifiCorp East (PACE) balancing authority area, with an estimated impact of $2,422.00, for charge code 6460015-minute market instructed imbalance energy(FMM IIE). Resolution:The ISO made the appropriate corrections on the T+55B statements. This announcement is in compliance with PacifiCorp's EIM business practice section10.3.



    04/05/2016: Revised BP #54 - Early Termination of Service Agreements for Long Term Firm Point-to-Point Transmission Service: On March 31, 2016, revised BP#54 revision 6.0 became effective.

    2/25/16: PacifiCorp EIM Announcement - ISO Technical Bulletin and Call: On March 3, 2015, the ISO posted a technical bulletin to describe the pricing logic used for interchange schedules after the implementation of the expanded full network model. In that bulletin the ISO also referred to several pricing issues impacting certain scheduling points. At that time, the impact assessment of these pricing issues was not complete and the ISO committed to provide a revised bulletin when the impact assessment was completed.

    The revised technical bulletin is available and will be discussed in the upcoming Market Update Call on March 3, 2016. The bulletin provides an impact assessment of the pricing issues impacting scheduling points for the period of October 15, 2014 through April 30, 2015 and is posted on the ISO website at http://www.caiso.com/Documents/RevisedTechnicalBulletin_PricingLogicforSchedulingPoint-TieCombination.pdf

    01/07/16: PacifiCorp EIM Announcement - New ISO Report:The ISO issued the following announcement in a market notice January 7, 2016: The ISO has begun publishing a new report to improve transparency into the prices used for the settlement of real-time load aggregation points, as committed to in its Nov 24, 2015 Answer to Comments - Available Balancing Capacity (ER15-861-006) filing. The new report provides hourly prices used for load settlement based on the T+12 business day settlement data for the following load aggregated points: PG&E, SCE, SDG&E, VEA, PACE, PACW and NEVP.

    The first Load Settlement Price Report for 2015 is available beginning trade day December 1, 2015. To account for holidays and weekend delays the ISO will publish the report within T+17 calendar days and update the report to reflect settlement price changes past T+12.
