    05/18/2011: The Western Area Power Administration, Sierra Nevada Region (WASN) intends to place two recently constructed 230-kV circuits into commercial operation over the weekend of May 21-22, 2011. The new transmission line includes one circuit between WASN’s O’Banion Substation and the Sacramento Municipal Utility District’s (SMUD) Elverta Substation and another circuit between WASN’s O’Banion Substation and SMUD’s Natomas Substation. The new circuits support Western’s contractual and system reliability obligations by providing additional power-importing capabilities to the greater Sacramento area. ATC values reflecting the commissioning of the new lines will be posted for scheduling purposes in advance of when schedules will flow on the new lines. This will be done to allow for normal pre-scheduling in accordance with WECC scheduling time lines. If the new transmission lines are not commissioned as anticipated schedules using the new ATC values will be adjusted to reflect the delay in commissioning. Once the lines are commissioned all schedule adjustments will be done in the normal manner.

    03/31/2011: Western Area Power Administration-Sierra Nevada Region (WASN) has implemented new ATCID documents for the Central Valley Project (CVP) and for WASN’s entitlements of the California-Oregon Transmission Project. The new ATCID documents are available on WASN’s OASIS site under the TTC & ATC Determination Methodology folder.

    03/02/2011: OATT Revision Filed with FERC, Effective Date of April 3, 2011 (Revised Section 2.2 effective March 2, 2011): Western Area Power Administration submitted revisions to its non-jurisdictional Open Access Transmission Tariff in compliance with the Federal Energy Regulatory Commission's (Commission) Order dated December 2, 2010. This compliance filing Filing Letter for revised OATT (March 2, 2011) (located at: http://www.oatioasis.com/WAPA/WAPAdocs/WAPA-OATT-Revision-Filing-Letter-2011-0302.pdf) revises the new baseline eTariff, which is substantially the same tariff originally submitted in Docket No. NJ10-1-000. Western requested the Commission deem the revisions to its OATT proposed in the compliance filing become effective April 3, 2011, with the exception of the revisions to Section 2.2, which Western requested become effective on March 2, 2011.     10/01/10: Western filed comments on FERC's "Transmission Planning & Cost Allocation" NOPR Western submitted the following comments to the Federal Energy Regulatory Commission (FERC) on its Notice of Proposed Rulemaking for Transmission Planning and Cost Allocation by Transmission Owning and Operating Public Utilities (NOPR) issued on June 17, 2010 in Docket No. RM10-23-000. Western's comments were submitted on September 29, 2010, as a Federal Power Marketing Administration (PMA), and not on behalf of the Department of Energy as a whole: Western-RM10-23-NOPR-Response.pdf

    Corporate Communications 7/30/2010 12:27 PM >>> As mentioned in an earlier email, Western will hold an informal public meeting at our Corporate Services Office at 12155 W. Alameda Parkway in Lakewood, Colorado on August 5, 2010, at 10:30 a.m. MDT. The meeting will conclude by 12:00 p.m. MDT. The purpose of the meeting is to discuss the Transmission Planning and Cost Allocation By Transmission Owning and Operating Public Utilities (NOPR) that was released by the Federal Energy Regulatory Commission on June 17, 2010 in Docket No. RM10-23.

    Western will provide a high level synopsis of the NOPR and outline the areas it is considering for comment. Customers will have an opportunity to provide input on these issues after a brief presentation. A copy of the presentation Western will use at the meeting will be available at http://www.wapa.gov prior to 9 a.m. MDT, August 5th.

    May 20, 2010: The Customer Transmission Meeting scheduled for May 20 is canceled. However, Western will be hosting a Renewable Energy Credit meeting from 08:30 to 09:30 at the Lake Natomas Inn during the time slot normally reserved for the transmission meeting. Operations will be at the CCC (Customer Coordination Committee) meeting starting @ 13:00 to answer any questions that the transmission customers might have.

    March 5, 2009: Subject: Customer Update – Section 402 of the Recovery Act On March 4, a Request for Interest (RFI) seeking interest in potential projects that can be funded using the Recovery Act authority to borrow up to $3.25 billion from the U.S. Treasury was published in the Federal Register. These projects will provide Federal funding in partnerships to develop transmission infrastructure that delivers renewable energy to market across the West. The full RFI, along with submission requirements for the RFI, is available on Western’s Web site at http://www.wapa.gov. Questions regarding the RFI can be submitted by e-mail at txrfi@wapa.gov. Answers will be posted on Western’s Web site to make them available to all interested parties. Western should receive statements of interest by April 3, 2009. Also on March 4, through a second notice, also available at www.wapa.gov, Western initiated the public process to develop practices and policies that implement this new authority. Western is proposing to adopt a Transmission Infrastructure Program, with a number of key principles, to guide the selection of projects approved for funding. Projects would be in the public interest, not adversely impact system reliability, and offer reasonable expectations that proceeds from the project will be adequate to meet Western’s repayment obligations. For repayment purposes, each transmission line and related facility project would be treated as a distinct project to protect the rights of existing Reclamation projects and customers. Revenues from each project would be the only source of repayment of the associated loan for that project and expenses for ancillary services, and operation and maintenance. Western will host a public meeting to explain the proposed program and accept oral and written comments on March 23, 2009, at 1 p.m. at Western’s Corporate Services Office, 12155 West Alameda Parkway, Lakewood, CO 80228. Participants may also join the meeting via Webcast. Western will accept written comments any time during the consultation and comment period which closes April 3, 2009.     March 7, 2008: On 3/6/2008 Western's Chief Compliance Officer (CCO) reviewed information posted on Western's internal Project Management website and found that Western’s Project Management group was archiving brief transmission facility development progress updates and related reports on the sites.     November 5, 2007: On November 1, 2007, Western Area Power Administration (Western) filed a revision to its Open Access Transmission Tariff (Tariff) with the Federal Energy Regulatory Commission (FERC). Specifically, Western is modifying the Section 7 billing and payment provisions in its Tariff to create the flexibility to require Transmission Customers to pay for transmission service in advance.     September 25, 2007: Due to the substantial changes to the Pro-Forma OATT made by Order 890, Western Area Power Administration will need to engage in a public process with its customers and the general public prior to making an Order 890 filing. Western will make a future filing to address the changes necessary as a result of Order 890. However, in the interim Western will continue to work with the industry and complying with the spirit and intent of Order 890 when feasible
